Treaty of Reunification

Preamble

We, the loyal citizens of The New Meritocracy and the Meritocratic Isles, gather today in recognition of our celebrated pasts and in anticipation of our glorious future. For ages we were united by law, by spirit, and by maternal bond. Though our union was strong, our bond was broken by rebels whose sordid mission it was to force us asunder. The blow has been dealt, but now, through our joint effort, we shall restore our ancient bond and realign the aims of our estranged regions, and the Meritocratic Isles shall once more be united under the banner of The Meritocracy.

Article I: Illegitimacy of the Meritocratic Confederacy

Clause 1:
The Meritocratic Confederacy shall no longer be recognized as the lawful government of The Meritocratic Isles.

Clause 2:
The Meritocracy shall not negotiate with the Meritocratic Confederacy on issues relating to the Meritocratic Isles.

Article II: Reunification

Clause 1:
The Meritocratic Isles shall henceforth be recognized as a Prefecture of The Meritocracy and shall be a constituent part of Meritocratic Territory.

Clause 2:
The Meritocratic Isles shall recognize the Meritocratic Accords as the region’s Supreme Law.

Clause 3:
So long as this treaty is honored, the Meritocratic Isles shall recognize all lawfully appointed officials of The Meritocracy, shall adhere to all ratified treaties of The Meritocracy, shall abide by all legislation lawfully passed by the Meritocratic Senate, and shall respect the jurisdiction of any official court of The Meritocracy.

Clause 4:
Nations residing in the Meritocratic Isles shall have the option to become a member of The Meritocracy and shall be subject to the same membership requirements as nations residing in The New Meritocracy.

Clause 5:
Any resident of The Meritocratic Isles who is accepted as a Senator into The Meritocracy shall stand in the Meritocratic Senate as an equal to all other Senators, and no law may be passed that restricts a Senator’s rights or privileges as a result of his residency in the Meritocratic Isles.

Article III: Autonomy of the Meritocratic Isles

Clause 1:
The Meritocratic Isles shall have the right to govern its internal affairs by the method of its choosing.

Clause 2:
The Meritocratic Isles shall reserve the right to exercise any power in its self governance that is not expressly delegated to The Meritocracy by the Meritocratic Accords.

Clause 3:
The Meritocratic Isles shall have the power to elect and appoint its own local officials without interference from The Meritocracy.

Clause 4:
Nations residing in the Meritocratic Isles shall have the right to enter into trade agreements without consulting with The Meritocracy.

Clause 5:
Nations residing in the Meritocratic Isles shall have the right to join the United Nations.

Article IV: The Militia

Clause 1:
The Meritocratic Isles shall have the right to raise a militia which shall remain under the command of the Meritocratic Isles except during an official state of war. An official state of war will be recognized by the Meritocratic Isles in the following situations:

A) Any part of Meritocratic Territory comes under attack, in which case a state of war will be recognized until the attack is repulsed.

B) Any mutual defense treaty of The Meritocracy is activated, in which case a state of war will be recognized until the attack is repulsed or the treaty is deactivated, whichever shall come first.

C) The Consul of The Meritocracy declares a state of war, in which case a state of war will be recognized until the war is officially declared over.

Clause 2:
During a state of war the Meritocratic Isles shall place its militia under the temporary command of a military official of The Meritocracy; if no such official exists then the Meritocratic Isles will retain control of its militia for the duration of the war.

Clause 3:
At no time shall the militia of the Meritocratic Isles be used against treatied allies of The Meritocracy or parties with whom The Meritocracy has negotiated a non-aggression pact or cease-fire, unless said party is actively attacking the region “Meritocratic Isles.”

Clause 4:
The Meritocratic Isles shall be prohibited from declaring war or peace, and the government of the Meritocratic Isles shall inform the Consul of The Meritocracy of any troop movements.

Article V: Ownership of GUSTO

Clause 1:
The Globally Unified Statistics and Trade Organization (GUSTO) shall relocate its offices to The Meritocratic Administrative District (MAD).

Clause 2:
The nation of Jasque shall retain ownership of GUSTO and shall reserve the right to move the offices of GUSTO without notice.

Article VI: Right of Secession

Clause 1:
The Meritocratic Isles may leave The Meritocracy with the approval of 2/3 of active resident nations followed by two weeks notice to The Meritocracy.

Clause 2:
Active resident nations shall be those nations that have resided in the Meritocratic Isles for no less than one month and who have participated in the Meritocratic Isle’s forums (located at http://isles.politizens.com) within three weeks of the last day of the vote for secession.

Article VII: Right of Expulsion

Clause 1:
The Meritocratic Senate may petition for the expulsion of the Meritocratic Isles; should ¼ of the Meritocratic Senate add their name to the petition then the Consul shall bring forth a vote of expulsion.

Clause 2:
A vote of expulsion shall span no less than three days, and 2/3 of the standing Meritocratic Senate must vote for the expulsion in order to remove the Meritocratic Isles from The Meritocracy.

Article VIII: Supremacy of the Treaty

Clause 1:
This treaty shall dictate the relationship between The Meritocracy and the Meritocratic Isles.

Clause 2:
All disputes regarding this treaty shall be settled in the Meritocratic Court; until such time as the Meritocratic Court has been established, disputes shall be settled by a unanimous vote of a panel consisting of the Consul, the Quaestor, and the Tribune.

Clause 3:
If, by the process outlined in this treaty, it is found that the Meritocratic Accords or any law of The Meritocracy contradicts this treaty then the government of the Meritocratic Isles shall have a period of three weeks during which the Prefectorial government may secede from The Meritocracy without the required two weeks notification and without a vote.

Clause 4:
If, by the process outlined in this treaty, it is found that the Meritocratic Isles is in violation of this Treaty, then the Consul and the Tribune shall each have a period of three weeks during which either officer may declare this treaty null and void, thus expelling the Meritocratic Isles from The Meritocracy.

Clause 5:
Should this treaty be nullified, or should the Meritocratic Isles leave The Meritocracy for any reason, then all nations residing within the Meritocratic Isles shall lose their membership in The Meritocracy and any Senator residing in the Meritocratic Isles shall lose his title.
